GENERAL INFORMATION

 Enrollment

Every effort will be made to accommodate maximum participation in the course of your choice.  Students should complete and return registration forms indicating 1st, 2nd, and 3rd choices of classes with the proper fees. NO REGISTRATIONS WILL BE ACCEPTED OR RESERVED OVER THE PHONE OR BY FAX!!!  Confirmations will be mailed to all registrants if received by April 7, 2006.  Changes made to prior confirmed classes will be handled as new registrants at the seminar and will wait in line along with walk‑in registrants.  Classes with insufficient registration may be canceled prior to the seminar.  Late registration will be accepted on site for classes with openings.  NO REFUNDS AFTER April 7, 2006!!

Students are requested to go directly to the appropriate classrooms Friday evening and/or Saturday morning.  Class rosters, room numbers, and directions will be posted at the main seminar entrance.  Please look for your class title and room number upon arrival.  Classes beginning Friday – attendance is mandatory – you will not be allowed in class on Saturday if you do not attend Friday.

FIREFIGHTERS UNDER AGE 18, BUT AT LEAST 16 YEARS OF AGE (EXCEPT THOSE FROM NEW HANOVER, ONSLOW, PENDER AND BRUNSWICK COUNTIES), MUST SEND A LETTER OF RELEASE FROM THEIR SCHOOL WITH THE REGISTRATION FORM TO BE REGISTERED FOR THIS TRAINING.  PERSONS WITHOUT SUCH PROPER RELEASE OR AUTHORIZATION WILL NOT BE ALLOWED TO PARTICIPATE.

$100.00 + $30.00 = $130.00 (50.00 for each 3, 6 or 9 hour class for non exempt students only).

 **If you enroll in Section 40-Fire Attack, an additional $15.00 fee is required for a student manual.  Please remit this fee with your registration form.

**If you enroll in Section 53-AHA/BLS CPR Instructor, please follow instructions in course description.

Location

All classes and registrations on Friday evening and Saturday morning will be held at Hoggard High School, 4305 Shipyard Boulevard in Wilmington. Some classes will meet off site on Saturday afternoon and Sunday. Students are responsible for their own transportation.


Certificates

Students who successfully complete the class in which they are enrolled will be awarded certificates from Cape Fear Community College. Successful completion includes attending all class sessions.

COURSE DESCRIPTIONS

Section 1 - Arson Fire Detection (National Fire Academy Course) This course covers the basic techniques of determining fire origin, cause, and recognizing primary clues or evidence of arson.

Section 2 ‑ Incident Safety Officer (National Fire Academy Course)   The participant will be able to identify and analyze safety concerns as they relate to all-hazards scene evaluation and communicate recommended solutions to the command authority. This course examines the safety officer's role at emergency response situations. A specific focus on operations within an incident command system as a safety officer is a main theme.

Section 3 - Firefighter Safety & Survival (National Fire Academy Course)  This course is designed to explain the most common causes of injuries and deaths of firefighters and explain the responsibilities of the officer for firefighter safety and survival.

Section 4 - Leadership I (National Fire Academy Course)  This course is designed to introduce basic leadership skills and techniques to improve company effectiveness and performance.  Topics covered in the course include: techniques and approaches to problem solving, assessing the needs of subordinates, running meetings effectively in the fire service environment and decision-making strategies.

Section 5 - Leadership II (National Fire Academy Course)  This course is designed to introduce basic leadership skills and techniques to enhance the company officer's efficiency.  The course focuses on: use and abuse of power at the company officer level, creativity in the fire service environment and managing the multiple roles of the company officer.

Section 6 - Leadership III (National Fire Academy Course)  This course is designed to introduce basic leadership skills and techniques to improve supervisory effectiveness.  Topics addressed in this course include: when and how to delegate to subordinates, when and how to discipline subordinates and coaching/motivating techniques for management-level personnel.

Section 7 – Managing Company Tactical Operations: Preparation (National Fire Academy Course)  This program is the first in a four-part series, which deals with tactical operational issues related to three-story (or less) buildings only.  “Preparation” provides a foundation for managing one or more companies operating at structural fire incidents.  Key topics covered include: roles and responsibilities, readiness and communication, building construction and fire behavior factors, and pre-incident preparation.  Prerequisites: None.

Section 8 – Managing Company Tactical Operations: Decision Making (National Fire Academy Course)   In this course, company officers will learn an effective approach to command decision making and organization.  Key content areas include: The Command Sequence, Sizeup, Developing an Action Plan, Implementing the Action Plan, and Introduction to the Incident Command System.  Prerequisites: MCTO Preparation.

Section 9 –Managing Company Tactical Operations: Tactics (National Fire Academy Course) This course is designed to develop the management skills needed by Company Officer to accomplish assigned tactics at structure fires.  Major content areas include: ventilation and rescue; fire confinement and extinguishments; water supply and exposure protection; salvage, overhaul, and support; and private dwelling simulations.  Prerequisites: MCTO Preparation, MCTO Decision Making.

Section 10 Managing Company Tactical Operations: Simulations (National Fire Academy Course)  This program uses simulations for integrated application of the Incident Command System (ICS), command decision making, and the supervision/management of tactical operations as the initial incident commander or subordinate.  The focus is on residential, small commercial, and agricultural occupancies in urban, suburban, or rural situations.  Prerequisites: MCTO Preparation, Decision Making, Tactics.

Section 11 ‑ Hazardous Materials Awareness (North Carolina Certification)  This course meets the North Carolina hazardous materials awareness level competencies as set forth by the North Carolina Fire and Rescue Commission. Also meets 1910.120 and NFPA 472 requirements.  This class will begin on Friday evening 7-10 pm.  Friday evening attendance is mandatory!

Section 12 – Salvage I & II (North Carolina Certification)   This class will meet the objectives related to Salvage I & II for NC Certification.  Full Turnout Gear Required. Meets Saturday 8:00-3:30.

Section 13 – Overhaul I & II (North Carolina Certification)   This class will meet the objectives related to Overhaul I & II for NC Certification. Full Turnout Gear Required. Meets Saturday 3:30-5:30/Sunday 9:00-1:00.

Section 14 – Foam Fire Streams I & II (North Carolina Certification)  This class will meet the objectives related to Foam Fire Streams I & II for NC Certification. Full Turnout Gear RequiredMeets Saturday 8:00-3:30.

Section 15 – Building Construction I & II (North Carolina Certification)  This class will meet the objectives to Building Construction I & II for NC Certification.  Meets Saturday 3:30-5:30/Sunday 9:00-1:00.

Section 16 – Fire Behavior I & II (North Carolina Certification)   This class will meet the objectives related to Fire Behavior for NC Certification.  Full Turnout Gear Required.  Meets Saturday 8:00-3:30.

Section 17 – Fire Extinguishers I & II (North Carolina Certification)  This class will meet the objectives related to Fire Extinguishers I & II for NC Certification.  Full Turnout Gear Required.  Meets Saturday 3:30-5:30/Sunday 9:00-1:00.

Section 18 – Fire Alarms & Communications I & II (North Carolina Certification) This class will meet the objectives related to Fire Alarms & Communications for NC Certification. This class will travel off site to the 911 center, transportation not provided.  

Section 19 - Personal Protective Equipment I & II (North Carolina Certification)  This class will meet the objectives related to Personal Protective Equipment for NC Certification.   This class will begin on Friday evening 7-10 pm.  Friday evening attendance is mandatory!  Full Turnout Gear including SCBA Required.

Section 20- Ladders I & II (North Carolina Certification) This class will meet the objectives related to Ladders for NC Certification.  This class will begin on Friday evening 7-10 pm. Friday evening attendance is mandatory!  Full Turnout Gear Required.

Section 21 - Sprinklers I & II (North Carolina Certification)  This class will meet the objectives related to Sprinklers for NC Certification.  This class will begin on Friday evening 7-10 pm. Friday evening attendance is mandatory!  Full Turnout Gear Required.

Section 22 - Emergency Medical Care I & II (North Carolina Certification) - This class will meet the objectives related to Emergency Medical Care for NC Certification.  This class will begin on Friday evening 7 - 10.  Friday evening attendance is mandatory!

Section 23 - Fire Prevention, Public Education & Fire Cause I & II (North Carolina Certification) This class will meet the objectives related to Fire Prevention Education and Cause for NC Certification. This class will begin on Friday evening 7-10 pm. Friday evening attendance is mandatory! 

Section 24 – Fire Department Organization & Safety I & II (NC Certification) This class will meet the objectives related to Organization & Safety for NC Certification.  This class will begin on Friday evening 7-10 pm. Friday evening attendance is mandatory!  Full Turnout Gear Required.

Section 25 – Fire Hose Streams & Appliances I & II (North Carolina Certification)  This class will meet the objectives related to Fire Hose Streams & Appliances for NC Certification. This class will begin on Friday evening 7-10 pm. Friday evening attendance is mandatory!  Full Turnout Gear Required.

Section 26 - Emergency Vehicle Driver (North Carolina Certification)  This class will meet the objectives related to Emergency Vehicle Driver for North Carolina Certification. Saturday and Sunday classes will meet outside and off site for hands-on training, rain or shine.  Please dress appropriately. Transportation not provided. This class is scheduled for 16 hours and will begin on Friday evening at 7:00 pm.  Friday evening attendance is mandatory!  (Friday 7:00-10:00, Saturday 8:00-5:30, Sunday 8:00-1:00)  Requires chief’s signature on registration.

Section 27 - Driver Operator: Introduction to Pumps (North Carolina Certification) This class will meet the objectives related to Driver Operator: Introduction to Pumps for NC Certification.  This class will begin on Friday evening 7-10 pm. Friday evening attendance is mandatory!  Full Turnout Gear Required.

Section 28 - Driver Operator: Sprinklers & Standpipe Systems (NC Certification) This class will meet the objectives related to Driver Operator: Sprinklers & Standpipe Systems for NC Certification.  This class will begin on Friday evening 7-10 pm.  Friday evening attendance is mandatory!  Full Turnout Gear Required.

Section 29 – Driver Operator: Pump Hydraulics (NC Certification)  This class will meet the objectives related to Driver Operator: Pump Hydraulics for NC Certification.  This class will begin on Friday evening 7-10 pm.  Friday evening attendance is mandatory!  Full turnout Gear Required.

Section 30 - Driver Operator: Aerial Maintenance (North Carolina Certification) This class will meet the objectives related to Driver Operator: Aerial Maintenance for NC Certification.  Full Turnout Gear Required. 

Section 31 – RT Block-General-Incident Planning/Helicopter Transport (NC Certification) This course will meet the objectives related to RT-General Incident Planning and RT-General Helicopter Transport for NC Certification. Full Turnout Gear Required.  

Section 32 – RT Block General – Victim Management/Inspections (NC Certification)  This course will meet the objectives related to RT General – Victim Management and RT General – Inspection & Maintenance for NC Certification.

Section 33 - RT General – Search (NC Certification)  This class will meet the objectives related to RT General – Search for  NC Certification. Practicals will be held outside; please dress appropriately. Bring your own compass and block or grid map of your district.

Section 34 – RT Block VMR – Incident Planning/Personal Protective Equipment (NC Certification)  This course will meet the objectives related to RT VMR –Incident Planning and RT VMR – Personal Protective Equipment for NC  Certification. Full Turnout Gear Required This class is scheduled for 18 hours and will begin Friday at 5:00.  Friday evening attendance is mandatory!  (Friday 5:00-10:00, Saturday 8:00-5:50, Sunday 8:00-1:00).

Section 35 – RRT Ropes: Anchors (NC Certification)  This class will present the rescue technician with the correct techniques for the setup, operation, and function of various multiple-point anchor and portable anchor/lifting platform systems used during rope rescue incidents and will meet the objectives related to RRT Anchors for NC Certification.  Equipment required: helmet, rope gloves, clothing suitable for outdoor work, safety glasses, boots that provide ankle protection, Class II harness, 2 steel carabiners, 2 prissik cords, and 25 ft of body cord or webbing.  This class is scheduled for 16 hours and will begin Friday at 7:00 pm.  Friday evening attendance is mandatory!  (Friday 7:00-10:00, Saturday 8:00-5:30, Sunday 8:00-1:00).  Requires chiefs’ signature on registration. 

Section 36 – RRT Ropes Block-Site Ops/Highlines (NC Certification)  This class will cover pre-planning, site-surveys, incident plans and the responsibilities of command.  Various types of PPE, tools and equipment will be presented. This block will meet the objectives related to RRT Site Operations and Highlines for NC Certification.  Equipment required: helmet, rope gloves, clothing suitable for outdoor work, safety glasses, boots that provide ankle protection, Class II harness, 2 steel carabiners, 2 prissik cords, and 25 ft of body cord or webbing. This class is scheduled for 18 hours and will begin Friday at 5:00. Friday evening attendance is mandatory!  (Friday 5:00-10:00, Saturday 8:00-5:30, Sunday 8:00-1:00).  Requires chiefs’ signature on registration. 

Section 37 - Basic Firefighting I  This course is designed for the firefighter with little or no experience.  Basics to be covered include: ladders, SCBA, fire streams, hose practices, etc.  Practical applications will be used extensively.  Smokehouse training will be included. Full Turnout Gear and SCBA RequiredThis class will begin on Friday evening 7-10pm. Friday evening attendance is mandatory! Saturday afternoon class will be at Wrightsville Beach Fire Dept.  Transportation is not provided.

Section 38 - Clandestine Drug Labs & Explosives  This course will deal with the identification, recognition, and safety procedures around clandestine lab sites.  Chemical and biological hazards, unknown toxins, flammable vapors, liquids and highly explosive atmospheres and environments, reactive metals, as well as the man made hazards.  Some exercises and demonstrations will be away from class site.  Transportation not provided. 

Section 39 – Advanced Arson Detection This course is designed to be a follow-up to the NFA Courses titled Arson/Fire Detection and Arson/Fire Detection for First Responders.  Advanced investigative techniques will be discussed along with stressing the importance of record keeping and how the investigator can be effective in the courtroom.  Handling fire fatalities will also be covered as a part of this course.  This course is NOT for new firefighters but for those who have had experience in the fire service.  Prerequisites:  NFA Arson/Fire Detection, Arson/Fire Detection for First Responders or Equivalent.

Section 40 - Fire Attack**  This is a newly revised course with updated videos and student manuals. New topics have been added to the outline. This course will cover the strategies and tactics of initial response.  It will provide the know how of fighting the most common fires encountered.  Topics include: understanding fire attack, successful scene management, fire ground ventilation techniques, residential fire attack, commercial fire attack, and above ground fire attack.  Students should have a prior knowledge of Fire Behavior and the Incident Command System before enrolling in this course. This course is NOT for new firefighters, but for those who have had experience in the fire service**This class requires a $15.00 additional fee for a student manual.  Please remit this fee with your registration form. 

Section 41 – Occult & Ritual Identification Part II  This course is aimed at enlightening individuals in law enforcement, fire service and emergency services in areas of the occult.  Objectives include understanding the philosophy of Satanism, Witchcraft, and the Afro-Cuban cults.  “Tools of the Trade” will be discussed; signs, symbols, magical alphabets, spells, curses, and numerous other occult terminologies will be defined.  Pre-requisite: Occult & Ritual Identification Part I.  This course is not open to the public or the media.  No type of recording device will be allowed in the classroom.

Section 42 – Understanding the NC Rating System This class will review the latest information regarding factors which affect the make-up of the Public Protection Rating for cities and rural fire districts.  It is intended for those persons interested in improving and/or maintaining the Fire Department’s Public Protection Rating.

Section 43– The Training Officer-Why Me?  This course will cover fire service training needs, including training standards, types of training available, resources, program development, and record keeping.  Regulatory requirements of OSHA and ISO will be discussed as well as NC certification programs.  Safety and realism in training will also be covered.  This class will begin on Friday evening 7-10 pm.  Friday evening attendance is mandatory! 

Section 44– Advanced Level EMS Refresher Course  Part 3  This course follows the Continuing Education National Guidelines and NREMT.  The content is divided into two parts: Mandatory Core Content and Flexible Core Content.  The intent is to offer the 48-hour course content over a one-year period through the three Fire and Rescue seminars offered by Cape Fear Community College.  The students will attend 48 hours of classroom the first year.  This seminar will cover the mandatory core content of: Medical Emergencies – 5 hours, Obstetrics & Pediatrics – 8 hours, Operational tasks – 2 hours, and Trauma – 1 hour.  This class is scheduled for 16 hours and will begin on Friday evening 7-10 pm.  Friday evening attendance is mandatory!   (Friday 7:00-10:00, Saturday 8:00-5:30, Sunday 8:00-1:00).

Section 45- Incident Scene Traffic Safety  This class will discuss legal liabilities concerning traffic control, purposes of traffic control and proper procedures for implementing proper traffic control at fire/incident scenes.  Hands on demonstrations will include interstate, highway, rural roads and intersection traffic control along with how to safely close lanes of traffic, and set up flagging operations.  Transportation not provided. Students must have one orange traffic vest.

Section 46– NIMS – Incident Command I-100/I-200  Developed by the Secretary of Homeland Security, the National Incident Management System integrates effective practices in emergency response into a comprehensive national framework for incident management.  The NIMS will enable responders at all levels to work together more effectively and efficiently to manage incidents no matter the cause, size or complexity, including catastrophic acts of terrorism and disasters.  State and local agencies and organizations must adopt the NIMS to be eligible for federal preparedness assistance by FY 2005.  This course will also meet the requirements of the I-100 Incident Command System module.  I-200 is used to organize both short and long term operations for a broad spectrum of emergencies and is a must for both command and operational personnel who will function at any type of emergency.  This I-200 ICS is a key component of the National Incident Management System.

Section 47– NIMS – Incident Command I-300  In this course the student will cover the organizational structure and how it is staffed.  ICS positions and their responsibilities will be discussed and the information flow in the organization.  Organizational development and staffing are of primary concerns.  Implementing and controlling resources to the incident will also be covered.  Pre-requisites:  NIMS Incident Command I-100/I-200.  This class will begin on Friday evening 7-10pm. Friday evening attendance is mandatory! 

Section 48– NIMS – Incident Command I-400  This course will meet the training needs of wildland fire personnel for ICS.  Emphasis is placed on large-scale organization development; roles and relationships of the primary staff; the planning, operational, logistical and fiscal considerations related to large and complex incident and event management.  It describes the application of Area Command and the importance of interagency coordination on complex incidents and events.  Pre-requisites: NIMS Incident Command I100/200/300.  This class is scheduled for 18 hours and will begin on Friday evening at 5:00 pm.  Friday evening attendance is mandatory!  (Friday 5:00-10:00, Saturday 8:00-5:30, Sunday 8:00-1:00)

Section 49– Working with the Media  Have you ever been on an incident and the media showed up?  What do you do?  This class will give suggestions on methods to work with the media.  You will learn from a former TV reporter how to conduct a successful interview and to write your own press releases.  Other topics include setting up a joint information center, and what the media are really after.

Section 50 - Grant Writing  This class is designed to assist emergency service organizations in locating state and federal funding and will also assist in finding other resources such as local funds, foundations and corporations.  Basic grant writing techniques and the development of partnerships in having a successful grant application will be covered.  Learn how to find the money that is available to you with various work-related efforts.

Section 51– Honor Guard for Public Service Agencies Part 1  This course is part 1 of 2 designed to train an entire Honor Guard Unit or one member that will be able to interface with an existing Honor Guard.  This is intended as a basic course where there is no prerequisite for previous training or experience.  The class will include, but not be limited to the following: a) design and equip an Honor Guard including budgeting matters, 2) Coordinate Honor Guard activities on a day to day basis, 3) choreograph and direct a public servant funeral including folding and presenting the United States flag to the next of kin, 4) proper protocols concerning the United States flag, 5) post and retire colors pursuant to the proper protocols, 6) lead Color Guard in a parade, 7) acquire necessary contacts to advance Honor Guard activities. This class will begin on Friday evening 7-10 pm Friday evening attendance is mandatory!

Section 52– Air Monitoring for Fire & Rescue  Learn the fundamentals of air monitoring including sensor technology, monitoring techniques, and the information you need to make sense of the numbers.  Learn about their capabilities and limitations with classroom time and hands-on activities.  You may bring your own monitors with operations manuals.

Section 53–  AHA/BLS CPR Instructor Course  This course will certify instructors to teach the AHA/BLS CPR Course.  Course prerequisites and requirements are: 1)current AHA Healthcare Provider Card, 2)Letter of recommendation (can be from another AHA instructor, training officer, etc.), 3)AHA/BLS Instructor Manual (an absolute must).  Students should review instructor manual before attending class and be prepared to show proficiency in CPOR/FBAO per AHA guidelines.  This class will begin on Friday evening 7-10 pm.  Friday evening attendance is mandatory!  Please include an e-mail address with your pre-registration (for instructor).  The instructor will e-mail each student the week prior to the class with a topic for a presentation to be given in the class.

Section 54– Hurricane Preparedness for the First Responder This course covers different areas of preparedness necessary to make the emergency responder more effective on the job and at home.  Focus will be on items of personal and departmental pre-planning, response, recovery and mitigation.  Lessons learned in southeastern NC and information from NFA Emergency Management Institute training courses will be incorporated.
